There are two ways to operate a retarder - the way you have described where it turns on automatically, and manual use. Each of the trucks now has a choice of transmission, one without a retarder and one with a retarder. I've tried the retarder in-game and it's not really useful. It's too strong of an effect so it's hard to control and there really aren't enough big hills that you could actually use it on. I find that the motor brake (jake brake) is more useful.
Truck: Scania S. Engine: 770 hp. Ingame display: 66.0/100km. Distance Travelled: 239 km. Fuel Consumed: 159.3 L. Note: 3km distance from garage to job that may alter ingame display results a small bit. If my calculations are correct, fuel consumption is 66.5/100km which seems to be accurate enough.
Check your settings for the retarder increase/decrease keys and hit the decrease key in-game for a few times. As far as I understand, this is a bug. If you press the apostrophe key, it should go away. The retarder is a part of certain transmission configurations.

The exhaust brake is generally activated during braking or manually by a separate control (generally a button on the floor). The retarder is a more powerful version that holds the engine back when desired speed is exceeded (on hills and the like). Retarders work against the engines pistons, forcing them to slow.
